Kouuton: Jinkoukouu (Rain Release: Artificial Rain)

Description: Simply put, this jutsu makes it rain. The rain is normal and not increased in any way. Thus, it costs an unnoticeable portion of chakra. Rains for thirty minutes.
Ooki Kouu no Jutsu (Big Rain Skill)
Type: Ninjutsu
By sending subtle chakra waves into the clouds, the user is able to create unusually large nuclei for the water droplets to condense on. The end result is big rain drops that fall to the ground at a faster then normal rate. They aren't big or fast enough to cause any real damage, but they are quite distracting.
Gouu no Jutsu (Heavy Rain Skill)
Type: Ninjutsu
A jutsu that actually uses the victim’s clothing as a medium to effect him or her. By filling the clothing with water-elemental chakra the user causes the clothing to fully retain all water it comes in contact with which will gradually cause the clothing to become heavier and heavier. Unfortunately, this jutsu that does not create water, so it is only useful in a rainy or otherwise wet environment.
Kouu no Yari (Rain Spear)
Type: Ninjutsu
By using chakra to condense a large amount of rain water into one place, the user creates a spear of water in the clouds. The spear can at any time be called down to strike an opponent with only one hand-seal. The water will stay in the form of spear for a short amount of time (three posts). If the spear is not used by that time it will fall uselessly as rain. The only warning this technique gives is a second pause in the rain when the water is gathered and condensed.
Kouuton: Satsukiyami (Rain Release: Dark Night in the Rainy Season)
Type: Genjutsu/Ninjutsu
Description: Essentially this is the same as Kouuton: Jinkoukouu, with one major difference. This technique also envelopes the area in darkness with a genjutsu/ninjutsu. To the victim, the area becomes too dark to see properly, as if it were night. Added with the sound of the rain around, this effectively takes away three senses (sight, sound, smell). The victim cannot see well, cannot hear well, and the rain washes away odors, making smell useless for finding the enemy.
Kuchiyose: Naraku no Ouja ( Spiritualism Technique: King of Hell )

Description: A powerful jutsu, Ninpo Kuchiyose allows a ninja to summon animals, objects and the dead to fight on their behalf. The ninja normally signs a blood contract with the animal species, which allows him to summon different size and skill levels of creature.

HISTORY: Keiji Mishima was born in the rain village and grew up not knowing what his parents looked like. He was told they were killed during a S-rank mission, as harsh as that may sound it still didn't put Keiji in any type of depression. He countinued living his childhood with a bright smile but quite mouth.
Keiji was enrolled into the academy by law, the rain village lacked shinobi and they needed every child to enter the academy and become one. Although the rules did seem a bit crazy, the rain village still lived in peace and harmony. Well atleast there was a brutal attack led by both sound and grass ninjas. Keiji had unlocked the Rinnegan the moment he witness his classmates being slaughtered one by one by higher rank shinobi. There had been many tears in his eyes during that time and the moment he started feeling this unbelievable source of chakra and ended up killing off some of the enemy shinobi and avenging his commrades. When he realized what he had done, Keiji had went to a shock and ended up storming out of the village, leaving behind the massacre.
Keiji had lived aimlessly for a few days, when he arrived to a village quite similar to his own (Hidden Mist) he started to relax a bit more. Keiji couldn't forget the day his people had gotten slaughtered and instead of just mourning for them Keiji used it as his drive to become stronger and not let anything such as that happen.
When Keiji became genin he started to learn his abilities a bit more, he was already able to perform summoning techniques of various animals and what not. Later down the road he started to learn fuuinjutsu which startled many Jounin and shinobi of higher rank. There had been times where they had called for Keiji to aid Chuunin on B-rank to A-Rank missions
When the Chuunin exams came around, Keiji ended up suprizing the entire mist village along with many other villages. He had been using three different elements at the same time which took years of training and for a 11 year old boy to pull that off was ridiculous. Keiji had easily become Chuunin and began to master the rest of the elements so when the Jounin exams came around he would pass it with such ease.
When Keiji became Jounin at age 13, he had really alarmed the mist village and there have been times where the high council had been thinking of assassinating him but the Mizukage who wanted to have the village that is most powerful of them all prohibited it from happening. The Mizukage's plan to gain absolute loyalty from Keiji was to suck-up to him and give him whatever he wished. But Keiji being sort of the laid back type and having only one goal in mind didn't really care for it. He wasn't going to betray the village since he had already sworn to protect everyone in it.
After the years went on and Keiji got stronger he started to realise what exactly his ability was and where it came fromm It was his eyes, the Rinnegan. This is what made him so powerful, he was still unsure if anyone else knew of his eyes but even if he they did, he didn't mind.
ADDITIONAL INFORMATION:
Rinnegan is the blood inheritance limit of Rikudou Sennin (Six Realms Sage) and his descendants. Rikudou Sennin was viewed as the original shinobi and his Doujutsu was regarded as the most venerable of the three great Doujutsu. As the original shinobi it was said he created modern Ninjutsu. The Rinnegan was regarded as a god of creation when the world was racked with chaos and as a weapon of destruction which could return everything to nothingness. Usage of the Rinnegan was said to give the user mastery over all six forms of chakra nature manipulation.
