You may start at any rank you want but when I see an excess of a certain rank, I will ban that rank until we get an even ratio for the other ranks. However if you want to be moved up, either take part in the exams (which will be announced randomly) or talk to one of the admins.
Tests to Move Up Rank
Academy Student > Meet Graduation Requirements = Genin
Genin > Pass Chuunin Exams = Chuunin
Chuunin > Either Appointed by Kage/Admin or Pass Jounin Exam
The alternative to these tests (minus the Graduation Requirements) is to be appointed by the Kage with the Admins approval.

Jounin
Special Jounin
Kage

Jinchuuriki
Youki
Medical-nin
Missing-nin
Assassin
ANBU
Akatsuki
